The purpose of the Hearn Community Complex Project (Project)Community Engagement Phase is to reach out to the community to obtain input and to encourage public participation as we reimagine the possibilities of the Hearn Community Complex multi-use site. This phase of the Project will include a community needs assessment and engagement with community partners, public agencies, youth, and families to brainstorm and prioritize innovative and effective community investments that support positive, sustainable, and culturally relevant changes in the southwest Santa Rosa community. The Project will be led by staff from the City Office of Community Engagement, in partnership with the Sonoma County Library, Santa Rosa Fire Department, Transportation and Public Works and Recreation and Parks.Upon completion of the community needs assessment and engagement process, City staff will compile the input and data received for presentation to the City Council on possible uses at the site including a library, a multicultural community center, an aquatic center, and a community or neighborhood park. Additionally, there will be opportunities to provide community-led input on programs, services and resources needed to support the community.How You Can ParticipateIn addition to participating in this interactive Project website, there will be in-person engagement opportunities starting in July 2022. You can also ask City staff questions regarding this Project using the Q&amp;A tool below.<hr>Project BackgroundOn January 12, 2022, the Santa Rosa City Council voted unanimously to approve the purchase of a six-acre site for the Hearn Avenue Complex. The purchase of this property allows the City to move forward on plans for the future extension of Dutton Avenue and the Colgan Creek Multi-Use Path, and for multiple public uses, including but not limited to a fire station, a public library, a multicultural community center, a public pool and recreation center, and/or a neighborhood park. The property was selected in part due to its proximity to neighborhood schools and projected residential growth in the area. It will also provide flexibility to the participating organizations to grow and thrive with the community.

In March 2022, following a competitive Request for Proposals process, City Council authorized a consulting services agreement with Focus Strategies to develop a five-year Homelessness Solutions Strategic Plan for the city. Focus Strategies is a national consulting firm based on the West Coast that has over 16 years of experience helping communities improve efforts to end homelessness by using local data and national research to shape program and system design. The strategic plan will identify step-by-step actions to address homelessness in the community and achieve &ldquo;Functional Zero&rdquo; homelessness in alignment with Sonoma County Continuum Care. The plan will be prepared over six to 12 months, starting with an assessment of existing systems and stakeholders, followed by drafting and delivering a final strategic plan.The community is invited to help shape the development of this new Homelessness Solutions Strategic Plan. Please attend the virtual community meeting on May 23, 2022, or complete the survey below by June 1, 2022. Your feedback is vital to this initial information-gathering phase of the strategic planning process.

In response to community concerns related to unregulated short-term rentals, the City is moving forward with the development of a short-term rental ordinance to ensure short-term rentals are compatible with neighborhoods where they are located.

Santa Rosa is no stranger to emergencies. Since the wildfires of October 2017, the City has experienced additional major wildfires, large-scale evacuations, extreme temperature/weather events, floods, public safety power shutoffs, and the COVID-19 pandemic. Addressing the needs of residents and providing an effective response to disasters is a fundamental role of government, which is why the City of Santa Rosa maintains an Emergency Operations Plan (EOP).The purpose of the EOP is to establish policies and procedures, assign responsibilities, and define the City of Santa Rosa emergency management response for city departments and community-based organizations that have a role in disaster response.Every 5 years, the City of Santa Rosa updates its Emergency Operations Plan (EOP) and annexes/appendices. New this year, and while not pertaining to the City of Santa Rosa specifically, Senate Bill 160 requires a county to integrate cultural competence into its emergency plan during the next update by addressing, at a minimum, how to serve culturally diverse communities within its jurisdiction. While previous editions of the City of Santa Rosa&rsquo;s EOP addressed the community&#39;s diverse needs, a more deliberate focus will be placed on it for this update, and the City is soliciting feedback from the community to ensure the strategies outlined in the plan align with the needs of the community.Through public meetings and the survey below, the City of Santa Rosa&rsquo;s Emergency Management team is seeking relevant community feedback to incorporate into the updated EOP.
